But with COVID-19 disrupting the first half of 2020, has air quality really improved?<\/p>\n<p>Smart Air analyzed PM2.5 data for 11 of China\u2019s major cities to get to the bottom of it. For one, the COVID-19 lockdown seemed to reduce air pollution. During the lockdown, fewer cars on the road and factory shutdowns <a href=\"https:\/\/www.carbonbrief.org\/analysis-coronavirus-has-temporarily-reduced-chinas-co2-emissions-by-a-quarter?utm_content=buffer13750&amp;utm_medium=social&amp;utm_source=twitter.com&amp;utm_campaign=buffer\">helped reduce PM2.5<\/a>.<\/p>\n<p>At the same time, Beijing has continued its plan to lower the country&#8217;s PM2.5. For 2020, they set a <span><a href=\"http:\/\/www.mee.gov.cn\/xxgk2018\/xxgk\/xxgk03\/201910\/t20191016_737803.html\">year-on-year reduction target of 4%<\/a><\/span>. Perhaps not surprisingly, Wuhan led the way with a 29% reduction.<\/p>\n<h3 style=\"text-align: center\">Month-by-Month Analysis of China&#8217;s 2020 PM2.5<\/h3>\n<p>How on Earth did pollution get worse in Shenyang and Harbin? Analyzing the data month-by-month suggests an answer. These two cities had a very bad January and April&#8211;pre-lockdown and post-lockdown. Yet this was not a small increase. The northeast produces approximately <span><a href=\"https:\/\/k.sina.com.cn\/article_1644114654_61ff32de02000yjzh.html?cre=tianyi&amp;mod=pcpager_news&amp;loc=30&amp;r=9&amp;rfunc=35&amp;tj=none&amp;tr=9&amp;sudaref=www.baidu.com&amp;display=0&amp;retcode=0\">100 million tons of straw<\/a><\/span> every year, most of which goes to waste. Even Shenzhen&#8211;known for its supposedly clean air&#8211;still averages roughly twice the limit.
