Now that 2017 is gone, I analyzed PM2.5 in 19 cities all over China,\u00a0from Harbin to Guangzhou.<\/span>\u00a0<\/span>I then compared 2017 to the prior three years.<\/p>\n

For most cities, the trend has been flat or down for about three years.<\/p>\n

 <\/p>\n

 <\/p>\n

The one exception? Xi\u2019an. While most of the rest of China was down, Xi\u2019an\u2019s PM2.5 was up 7%.<\/p>\n

 <\/p>\n

 <\/p>\n

That\u2019s 25% higher than Beijing, the city that brought PM2.5 to fame.\u00a0<\/span>This now gives Xi\u2019an the title of worst PM2.5 of any major city in China.<\/p>\n

Why is Xi\u2019an\u2019s air so bad?<\/strong><\/span><\/p>\n

1. Bad Geography<\/span><\/strong><\/p>\n

Xi\u2019an isn\u2019t helped by the mountains that surround the city, particularly to the south and east. These mountains can trap pollution in the city, like a fireplace with the chimney plugged.<\/p>\n

2. No Policy to Switch Heating from Coal to Natural Gas<\/span><\/strong><\/p>\n

Beijingers\u2019 lungs benefited mightily this winter from a\u00a0<\/span>policy switching coal to natural gas<\/a>. Although PM2.5 was lower in most months of 2017, the biggest gap was in November and December \u2014 the winter heating months.<\/p>\n

Xi\u2019an saw no such winter miracle. This November and December were right in line with previous years.<\/p>\n

 <\/p>\n

3. Lax Enforcement?<\/strong><\/span><\/p>\n

Yet there\u2019s still a puzzle here. Cities like Chengdu and Shenyang similarly had no heating policy shift, yet their PM2.5 was down in 2017. So why is Xi\u2019an the lonely outlier?<\/p>\n

 <\/p>\n

Besides the possibility of unlucky weather, it may be that Xi\u2019an is falling flat in\u00a0<\/span>the stepped up enforcement of pollution regulations on factories and power plants<\/a>. News outlets have reported that factory owners are actually seeing inspectors (and fines) at their factories. So, perhaps Xi\u2019an and the surrounding areas are slow to the inspection regime.<\/p>\n

Whatever the reason, residents of Xi\u2019an must be hoping for a bluer 2018.<\/p>\n
