Data from 11 other major cities showed similar trends.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Beijing<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Compared to the first half of 2017, this year is down 14%, from 65 micrograms\/m<\/span><span class=\"s2\"><sup>3<\/sup><\/span><span class=\"s1\">\u00a0to 56.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-BJ-EN.png\" alt=\"\" width=\"2000\" height=\"1334\" class=\"aligncenter wp-image-5289 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p1\"><span class=\"s1\">Yet almost all of this progress came from a wildly clean January. Particulate levels in March and June were all worse than last year.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-BJ-Monthly-EN.png\" alt=\"\" width=\"2317\" height=\"1167\" class=\"aligncenter wp-image-5290 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Xi&#8217;an<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">This pattern repeated in several other northern Chinese cities. Xi\u2019an was down 17%.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-XA-EN.png\" alt=\"\" width=\"2036\" height=\"1373\" class=\"aligncenter wp-image-5291 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p1\"><span class=\"s1\">But this progress was due to January and February alone. Since then, Xi\u2019an has returned to last year\u2019s levels.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-XA-Monthly-EN.png\" alt=\"\" width=\"2048\" height=\"1023\" class=\"aligncenter wp-image-5292 size-full\" \/><\/p>\n<h3><\/h3>\n<h3 class=\"p1\"><span class=\"s1\"><b>No Improvement in Southern China<\/b><\/span><\/h3>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/timg5-1.gif\" alt=\"\" width=\"408\" height=\"215\" class=\"aligncenter wp-image-5293 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Shanghai<\/b>\u00a0<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\">This improvement didn\u2019t extend past the Yangtze River. This first half of 2018, Shanghai\u2019s pollution was actually up 4%.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-SH-EN.png\" alt=\"\" width=\"2043\" height=\"1363\" class=\"aligncenter wp-image-5294 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p1\"><span class=\"s1\">Broken down by month, it\u2019s a regular pollution year so far in Shanghai.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-SH-Monthly-EN.png\" alt=\"\" width=\"2048\" height=\"1024\" class=\"aligncenter wp-image-5295 size-full\" \/><\/p>\n<h3><\/h3>\n<h3 class=\"p1\"><span class=\"s1\"><b>Controls Loosen After Historic Winter<\/b><\/span><\/h3>\n<p>&nbsp;<\/p>\n<p class=\"p3\"><span class=\"s1\">This winter saw <a href=\"https:\/\/www.economist.com\/the-economist-explains\/2018\/01\/25\/how-china-cut-its-air-pollution\"><span class=\"s2\">extraordinary pollution controls<\/span><\/a>, from forcing factories to stop production to switches from coal to natural gas. However, there are <a href=\"https:\/\/www.reuters.com\/article\/us-china-pollution\/beijing-one-of-chinas-worst-offenders-in-air-pollution-in-may-idUSKBN1J91DC\"><span class=\"s2\">reports that controls have relaxed<\/span><\/a> since then. This could explain why Beijing\u2019s air is now as bad as before\u2014and why southern China has seen little change.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Here\u2019s how 8 other major Chinese cities fared year over year.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Changsha<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Changsha is down 5% so far this year.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-CS-EN.png\" alt=\"\" width=\"2039\" height=\"1398\" class=\"aligncenter wp-image-5296 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Chongqing<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Chongqing is down 20% so far this year. Unlike other cities, Chongqing saw progress in every month.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-CQ-EN.png\" alt=\"\" width=\"2039\" height=\"1362\" class=\"aligncenter wp-image-5297 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Chengdu<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Chengdu is down 12% this year so far.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-CD-EN.png\" alt=\"\" width=\"2030\" height=\"1351\" class=\"aligncenter wp-image-5298 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p1\"><span class=\"s1\">But like other cities north of the Yangtze, Chengdu returned to \u201cnormal\u201d after January.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-CD-Monthly-EN.png\" alt=\"\" width=\"2048\" height=\"1025\" class=\"aligncenter wp-image-5299 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Harbin<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Harbin\u2019s pollution has dropped 14% in 2018.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-HB-EN.png\" alt=\"\" width=\"2030\" height=\"1377\" class=\"aligncenter wp-image-5300 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Shenyang<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Nearby Shenyang is down 20% so far.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-SY-EN.png\" alt=\"\" width=\"2018\" height=\"1342\" class=\"aligncenter wp-image-5301 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Shenzhen<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">It\u2019s the same old in Shenzhen. Although Shenzhen has lower PM2.5 than most cities in China, Shenzhen still averages<a href=\"https:\/\/energyathaas.wordpress.com\/2017\/09\/11\/an-air-pollution-paradox\/\"><span class=\"s2\">\u00a0air pollution levels that cause long-term health damage<\/span><\/a>.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-SZ-EN.png\" alt=\"\" width=\"2031\" height=\"1357\" class=\"aligncenter wp-image-5302 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Hangzhou<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">In a year when Shanghai&#8217;s air got worse, Hangzhou was actually down 7%.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-HZ-EN.png\" alt=\"\" width=\"2072\" height=\"1366\" class=\"aligncenter wp-image-5303 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p2\"><span class=\"s1\"><b>Zhengzhou<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Not far from Beijing, Zhengzhou is down 12% this year. That&#8217;s more progress than Beijing, but that still leaves Zhengzhou with 25% higher PM2.5 than Beijing.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"\/wordpress\/wp-content\/uploads\/sites\/3\/2018\/07\/Did-Chinas-Air-Get-Better-First-Half-2018-ZZ-EN.png\" alt=\"\" width=\"2080\" height=\"1359\" class=\"aligncenter wp-image-5304 size-full\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p1\"><span class=\"s1\"><b>After a record winter, air pollution is back to earlier levels or worse.
