Fighting Indoor Air Pollution in Schools: Solutions for Parents, Teachers, and Governments

Same Classroom, Same Air

Noushin is still ten. She still walks into her Dhanmondi classroom every morning without complaint. The cough hasn’t gone away. Neither has the air causing it.

In part one of this series, we found her breathing air the World Bank itself calls hazardous. The same air 100% of Bangladesh’s school children breathe, and not just on smog-alert days (Dhaka Tribune, 2025) but every day.
We looked at what that does to a child’s growing lungs, their focus, their immune system. None of it has changed.

So the question shifts. It is not “is this situation real,” because it is. The question is what we actually gonna do about it, starting this week.

Panic Won’t Protect Her. Neither Will Looking Away.

Faced with a fact like “100% of schoolchildren,” most people land in one of two places.

Some parents spiral. They read a stat like this and worry all evening, then feel stuck, because worry alone doesn’t tell you what to do tomorrow morning.

Others do the opposite. They shrug. Dhaka’s air has always been bad, the thinking goes, so what’s one more thing to worry about? Noushin’s mother did exactly this for weeks, calling it “just the season” long after the cough should have passed.

Both reactions land in the same place: nothing changes for the child breathing the air.

The way through isn’t more fear. It isn’t looking away either. It’s a specific, doable action, the kind that turns “there’s nothing I can do” into “here’s what I’m doing this week.”

Step 1: Awareness Is the Breakthrough

For parents

If you’ve read this far, you’ve already done the hardest part. You’ve stopped treating indoor air pollution as background noise. That shift, from not thinking about it to actively learning about it, isn’t small. It’s the first step toward protecting your child’s long-term health. You’ve already taken it.

The polluted air doesn’t stop at the school gate.

Homes tell the same story. WHO’s limit is 15 micrograms of fine particles per cubic metre a day. The average Dhaka home measures nearly five times that, and some cross 200 (Billah, 2026). That’s more than three cigarettes a day, for children too young to smoke even one (Berkeley Earth).

Long cooking sessions and outdoor air leaking through gaps and windows are the main causes. The fix one expert pointed to wasn’t sealing the home shut, it was timing: cross-ventilate when outdoor air is relatively better, rather than keeping windows shut all day, and keep one “clean-air corner” low on dust and clutter (Billah, 2026).

None of it costs anything but attention, the same rule as school: know when the air is worse, and adjust around it

For school boards

For schools, awareness looks different. It means admitting that a beautiful, well-resourced campus can still have air nobody has measured. That’s not a knock on any school’s standards. It’s a blind spot, and even the world’s top building certifications, the ones used for the world’s most advanced offices and campuses, won’t sign off on a building’s air until someone has actually measured it (Kaiterra, n.d.). A beautiful campus is not proof of clean air. Measuring it is the only proof that counts.

“We assume our air is fine” becomes “we have data on our air,” a small step, but everything that follows depends on it. 

Step 2: Who Pays, Who Acts

Modern educational leadership was never just about test scores and extracurriculars. It’s about the whole environment a child develops in, eight hours a day, five days a week.

Air belongs on that list as much as lighting, safety, or nutrition does.

Getting there is a shared job, split two ways: what the government charges for clean air equipment, and what a school actually does with its own building.

Government: Stop pricing clean air like a luxury

Bangladesh has already proven it understands this. In January 2025, the government cut the total tax on air purifiers nearly in half, from 58.60% to 31.50%, specifically because of the pollution crisis (The Business Standard, 2025). That single move made each purifier Tk1,500 to Tk7,000 cheaper.

That relief has since been reversed, and then some. Total tax on air purifiers and filters (HS Code 8421.39.90) now stands at 64.25%, more than double the relief-era rate, and higher than the 58.60% baseline that existed before any relief was ever granted (Bangladesh Customs, National Board of Revenue, n.d.).

That erases every taka of the 2025 savings, and adds more on top.

Bangladesh got the principle right once: equipment that helps children breathe safer air is not a premium purchase, and shouldn’t be taxed like one. That principle needs restoring, not reversing again.

School boards: build the infrastructure, not just the intention

For a school like Noushin’s, none of this needs to be complicated.

Start with the same air test from Step 1, just done regularly instead of once. Then actually tell parents what it shows.

Right now, a parent has no way of knowing what their child breathes at school all day. A school willing to share its numbers is one families can trust without having to ask.

And on Dhaka’s worst air days, the cheapest fix is also the simplest: move recess and PE indoors, or push them to a better hour.

Schools elsewhere already do this. American schools are told to shorten outdoor time and ease off as the air worsens, moving fully indoors on the bad days (AirNow, 2014). One California district ties it straight to the daily reading: good air, normal recess; bad air, recess moves inside (San Carlos School District, n.d.).

None of it needs new equipment, and Dhaka’s air would trip these same thresholds often enough to make it worth doing here too, especially on the days Noushin comes home coughing hardest.

Measuring it, telling parents, and moving recess when the air calls for it are small habits. But they’re the difference between a school that means well and one a parent can actually trust.

Step 3: The Practical Build-Up

By now, Noushin’s school has done everything it can for free. It tested its air, told parents what it found, and started moving recess indoors on the worst mornings.

None of that clears the pollution sitting inside a sealed classroom before the first bell rings. That’s what filtration is for: the last step, not the first.

The clearest evidence for that step comes out of Milan. Researchers put purifiers in some classrooms and left others alone. Indoor particulate dropped by about a third, and attendance rose in the filtered rooms,  most of all among the children who had been missing the most school to begin with (Bonan et al., 2025).

It’s a working paper rather than a peer-reviewed study, so treat the exact figures as provisional. The direction is what matters, and it points where common sense already does: cleaner room, fewer sick days.

Attendance is the easy thing to count. Harder to see is what happens to the children who do show up.

In Barcelona, researchers followed 2,715 primary schoolchildren for a year. Those at high-pollution schools improved their working memory by 7.4% over twelve months; at matched schools with cleaner air, the figure was 11.5% (Sunyer et al., 2015).

Run that gap out and the children in the polluted schools needed a full year to gain what their peers gained in under eight months. That’s not a missed school day. That’s a brain developing a little slower, in a room nobody checked.

One caveat, and it matters for what comes next

Barcelona’s culprit was traffic — soot, nitrogen dioxide, and ultrafine particles drifting in off busy roads.
Follow-up work on the same cohort found traffic was the only particle source linked to slower cognitive growth; none of the other eight sources showed the effect (Basagaña et al., 2016).

A HEPA filter catches the soot and the ultrafine particles. It does nothing about nitrogen dioxide, because that’s a gas.

So filtration doesn’t answer everything Barcelona measured, and an honest case for it has to say so out loud. What it does answer is the particulate load, which, in Dhaka, is most of the problem

Choosing the right HEPA filter

That is why ability to catch particulates is regarded as standard of air filters. A standard HEPA filter traps at least 99.5% of particles at 0.3 microns, the size hardest to trap and therefore this is the size the test uses (U.S. EPA, n.d.).

Two things to watch when buying one.

“HEPA-type,” “HEPA-like,” and “99% HEPA” are marketing, not the standard. Look for 99.5 to 99.95% stated outright and the unit has to be sized to the room: check its CADR rating against the classroom’s floor area, because one small purifier in a forty-child room with a door opening every few minutes will underperform whatever the box promises

What it takes to ask for clean air in classrooms?

Noushin’s parents already pay for classes, good labs, and a “world-class” standard printed right there in the prospectus. The air in the room where all of that happens is part of the same standard. There’s no reason to pay for one and quietly go without the other.

So what does asking actually look like? A fair, specific question:
What was this classroom’s PM2.5 reading this month, and is a HEPA air purifier budgeted for the room?


Large-room HEPA units suitable for a Bangladeshi classroom run roughly from ৳25,500 for a basic large-room model up to ৳95,000 for a dedicated industrial-grade unit, depending on brand and capacity (BDStall, n.d.; Smart Air Bangladesh, n.d.). Even at the higher end, that’s a fraction of what these schools already spend on labs and facilities each year. A good answer gives a number and a next step. “We’re looking into it” usually means no one has looked yet.

Ask together, not alone

None of this happens on its own, though.

A school moves faster when a group of parents asks together than when one asks alone. The same question from a room full of parents at a PTA meeting isn’t a confrontation; it’s a shared, reasonable ask, and much harder to overlook.

Most schools want to give a good answer here. Parents asking together just makes it easier to.

The reality for schools across Bangladesh

Noushin’s school can afford this solution. Most of Bangladesh’s schools cannot, and the statistic this series opened with every schoolchild in the country breathing hazardous air-covers a great many classrooms where a ৳65,000 purifier is not a conversation anyone is going to have.

That’s exactly why the free steps come first and carry the most weight.

Measuring the air, publishing the number, and moving recess when the reading is bad costs nothing and scales to every school in the country.

Filtration is the step that money buys, which is precisely why the tax on it belongs back where the government briefly put it in 2025.

Where This Leaves Us

None of this asks a school, a government, or a parent to fix Dhaka’s air alone. It asks each of them to do the part that’s actually theirs.
– Parents pay attention, adjust when they can, and ask their child’s school questions.
– Governments stop taxing protection like it’s a luxury.
– Schools should measure what they’ve never measured, publish what they find, adjust what costs nothing, and add filtration where the data says it’s needed.

Noushin’s classroom doesn’t need heroics.
It needs someone, at every level, to stop assuming the air is fine and start finding out.
