Can the Concentration of PM2.5 Be Higher Than the Concentration of PM10 for the Same Location?

If that happens, there’s been some error. PM10 is the weight/mass of particles 10 microns and under. PM2.5 is the weight and mass of particles 2.5 microns and under. That means PM10 includes PM2.5.
